Mpesa Xpress unavailable when you try to pay for a Google Play application product or subscription means that that the app does not accept Mpesa as form of payment.

NOTE: Before you conclude that Mpesa Xpress is unavailable, make sure that you have added Mpesa Xpress as one of your payment options in your Google Play Account.
