HELB And The Universities Fund Statement On Compliance With The Court Of Appeal Stay Order
Pursuant to Article 10 of the Constitution of Kenya, on national values and principles of governance, and in compliance with the Court Order issued by the Court of Appeal on 26th March 2025, the Higher Education Loans Board (HELB) and the Trustees of the Universities Fund (UF) hereby notify the public, students, and all stakeholders of having carried out an abbreviated public participation as per the court order within the stipulated 14 days on the appeals mechanism.
The two Institutions carried out the exercise from 1st -4th April 2025, received the stakeholder comments, memoranda, and feedback, improved the scholarship and loan appeals mechanism, and published the platform.
The appeals mechanism is accessible on the HELB website and the UF website, as well as the Higher Education Financing Portal website. The appeals application process remains open for a period of 21 days from 1st April 2025 to allow for aggrieved students to provide their submissions.
HELB and UF are in the process of analysing the appeals application data collected and are committed to providing feedback to each of the affected students.
We wish to notify the general public and all stakeholders, including students, parents, guardians, and Higher Learning Institutions that the Variable Scholarship Loan Funding Model being subject to an ongoing court appeal process, may change in future depending on the outcome of the appeal before the Court.
