A bill to introduce milk to school going children in Kenya was on 4th August 2021 tabled in parliament. The bill is sponsored by Senator Beatrice Kwamboka.
Bill to Introduce School Milk
The Bill seeks to amend section 38 of the Basic Education Act and insert a new section that mandates the national government in consultation with County the Government to provide milk to school going children in pre-primary and primary education.
The milk shall be distributed by the county director of education (CDE). The Cabinet Secretary for education is supposed to provide regulations on the criteria to be used to supply and distribute the milk to schools.
Objective of the bill
The objective of providing milk to learners is to increase school attendance and improve nutrition.
It will also be a way of providing market to local small scale dairy farmers.
The cabinet secretary may also use the bill as a benchmark to implement other school feeding programmes.
School Feeding Programme
School feeding programme is available in countries like Brazil, Argentina, Bhutan, Bolivia, Chile, Costa Rica, Colombia, Dominican Republic, Guatemala, India, Peru, Liberia, and South Africa.
