My car is RAV4 and  was manufactured in 2001 can I insure comprehensive cover

Maximum age of a car in Kenya to benefit from comprehensive insurance cover varies between 12 to 15 years, depending on the insurance company.  This means if your car was manufactured later than 2006 as at 2021, it will be hard to get a comprehensive insurance cover.
