Can I obtain an excel database, including email addresses of primary schools?

I would like to promote my two published children's books in Kenya. Under the banner of 'Barley's Biscuit' they are called:

1. Benthall Edge, Pattern's Rock Quarry

2. Ironbridge Gorge, A Paddle and the Golden Glow

They are subtly educational and great fun.

Unfortunately we do not have a database of all emails of primary schools in Kenya. You can only find such data from the Ministry of Education. The ministry will also be hesitant to give you since it is private information.
