What does Kenya Power error MTRFE008 mean?

I have bought Kenya Power tokens using mpesa but I am getting this error MTRFE008

If you have purchased Kenya Power tokens and you are getting error MTRFE008, then it means you previously received duplicate tokens. Therefore, you will need to pay for the duplicate tokens you received using the same Paybill number and phone number before you buy others.
