What does KRA returns "your error reference No" mean?

I got Your Error Reference No. 11.....while trying to file VAT returns on KRA iTax portal.

If you are trying file your returns via KRA iTax Portal and you are getting  "An Error has occurred, ..Your error Reference NO...”, then it means there is a network fluctuation error. Try changing your browser or clear your browser cache and try again.

Cleared the browser and still experiencing the same error. Changed the browser and still same issue.
