Can you still miss a space after placement when you change to the course of your choice in the university that you were admitted and fully meet all requirements

If you are referring to transfer of course, then yes your transfer may not be approved if the course you want to transfer to does not have spaces for admission. If the course has only 100 spaces for admission and they have all been filled then it will no accept new applicants.
