Can I apply for SMART DL without interim driving license after passing test?

I passed my test on august 27 2020, I have not applied for interim dl can I apply for smart dl directly without an interim.

Currently it is not possible as you will get an error that you have a pending application. NTSA has promised to rectify the problem. Before they rectify, the only option you have is to first apply for interim driving license then apply for Smart driving license (DL).
