You cannot reverse money sent to the wrong Paybill number. The only option you have is to call Safaricom and they will give you the phone number of the Paybill Number owner. You will be required to call the owner and request for reversal.

Unless under very unique circumstances, Safaricom does not issue reversal for Paybill numbers.
