what is the advantage of doing diploma from a university under tvet than normal university is it helb itakuja mingi

HELB loan for TVET students is the same. It does not matter whether you are studying in a University offering TVET courses or TVET  instition. The only advantage of studying in University is recognition.

You should also be aware that HELB does not issue loans to diploma students in University unless that University is recognized as offering TVET courses (and they are very few).
