The Higher Education Financing (HEF) portal is now open for scholarships, bursaries, and loan applications for University and TVET students that will be admitted this year. The main qualification is that you must be from a needy family.
Government Scholarships, Loans, and Bursaries Application
Government scholarships and loans are available to students who will be joining Universities, colleges, and TVET institutions starting the academic year 2023/2024 going forward. Students who joined the university prior to 2023 can continue to use the old government funding and HELB loan application model.
Grants and scholarships will be awarded based on the student’s financial status. Just like it has been happening with HELB loan.
Only government-sponsored students placed by KUCCPS to Universities, Colleges, or TVET can apply for HEF loans.
HEF Application Requrements
Some of the documents and details required to apply for HEF loans and scholarships are;
- A phone number registered under your name
- KCSE and KCPE index number
- Passport photo
- Copy of your ID
- Copy of your birth certificate
- Your parent or guardian’s phone number and copy of ID.
- ID number of two of your HEF loan guarantors
If you do not have an ID, you cannot apply for HEF loan. However, students without ID can apply for HEF scholarships.
How to apply for HEF scholarships and Loans
To apply for government scholarships, loans, and bursaries via the HEF portal, follow the procedure provided below;
- Visit the HEF portal https://hef.co.ke
- Click Student Registration or Apply Now Button then User Registration
- Create an account (use a valid email and phone number)
- After signup, log in
- Select the Scholarships, Loans, or Bursaries
- Fill out the application form for the funding product you are interested in by providing all the required details and documents
- Submit your application
Note: You will not be able to edit your application details once you submit it. Therefore, verify that everything information you provide is correct before you submit.
You will be required to upload some documents to verify your financial status. The portal uses the same approach that the HELB loan portal uses. However, unlike HELB, the entire application process is done online. No manual submission of forms.

Students placed by KUCCPS and who have not received an admission letter will need to contact their university or college for admission details. You can also check if your admission letter is available online for download.
The HEF portal will be open for application starting July 31, 2023. The deadline for application is October 7, 2023 (after extension).
