Legislators are expected to question education CS George Magoha, Inspector General of Police Hillary Mutyambai and TSC CEO Nancy Macharia over the disruption of learning in Northeastern counties following terror attacks on non-local teachers. The three have been summoned to appear before the house committee on education by Tuesday 25th February 2020.

The three are expected to sit before the parliamentary education committee chaired by Tinderet MP Julius Melly on Tuesday next week as directed by National Assembly Speaker Justin Muturi.

The call comes after Wajir West MP Ahmed Kolosh requested to know what the government has in store to end the learning crisis in the region.

At the beginning of the year, the Teachers Service Commission moved thousands of non-local teachers from Wajir, Mandera and Garissa counties.

Kolosh noted that TSC is being ignorant and is failing in its duties which denies thousands of pupils from the region their constitutional rights to be in school. He argued that the transfers have delayed the implementation of Competency-Based Curriculum, primary to secondary school transition and policies in the education sector.

The lawmaker demands that the officials provide a list of all transferred teachers the reason for their transfer and whether security bodies in the area gave an order to let them out. He also wants parliament to be given TSC board deliberations concerning the matter including the reports and the minutes.

The speaker termed the issue as a serious matter to be given a priority and waived the Standing Orders which require that such statements be requested on Thursday afternoon.

Leaders from the region including Garissa Township MP Aden Duale had earlier requested that the three leaders be summoned to explain what plans do they have to sustain the education crisis in the region.

Three teachers were killed in an attack by al Shabaab at Kamuthe Resource Centre last month, triggering the transfers after a protest by teachers and their unions.
