The constituency development fund (CDF) was brought up to alleviate poverty in rural areas. Money from CDF was mostly controlled by members of parliament and it was mostly used in building of primary and secondary schools. The functions has since been developed and things have changed
CDF was created through Constituencies Development Fund Act, 2003 but has since been changed and is available in in Sections 43(1), (2), (3) & 57(1) of the National Government Constituencies Development Fund Act. The law dictates that before allocating any Constituency Development Fund public participation must be done.
Member of Parliament (MP) are mandated with the responsibility of appointing a 5 member committee that oversees the running of the whole process.
Where to get CDF Forms
Currently most CDF forms are not available online for download. However, some constituencies have their CDF forms in their county websites for download.
The most easy way to get a CDF form is either through county education ministry office, the constituency CDF office or if you are in university the forms are normally available in regional organizations.
