Inter school transfer kuccps

I had applied for kuccps inter school transfer 29/5/2021 and have not yet got feedback yet I was released by the university I was and received by the university I wish to transfer and I took approved letter to kuccps office for approval but the haven't approve me,what can be the reason.

Inter institution transfer is done online through KUCCPS portal.  By 29/5/2021, KUCCPS inter institution portal was not open for application. Why did you find it necessary to do the process manually?
