Can I get a birth certificate without a birth notification?

I lost my birth notification, is it possible to apply for a birth certificate without it.

The only options you have is to go back to the hospital where the baby was born and get a copy of birth notification or if you are in Nairobi, go in person to registrar of births in Hass plaza, 4th Floor, located in Upper Hill with your original ID and a copy of both parents' ID.
