IEBC Chairman Wafula Chebukati has demanded the immediate suspension of ICT Director James Muhati, ICT coordinaror Paul Mugo and ICT officer Boniface Wamae. This came after the commission found the trio culpable in commission of malpractices that led to the landmark nullification of the August 8th presidential polls.
In the memo Chebukati stated that junior IEBC officers discharged their duties diligently and are not to blame for the bungled elections. He continued to state that “…there are some members of staff from the ICT Directorate who were/are either incompetent and/or deliberately and grossly misconducted themselves by carrying out acts of malpractices.”
Chebukati concluded the memo by stating:
Quite patently, the ICT Director and the two members of staff involved in managing the SFTP platform appear to have fallen short of assisting the Commission successfully discharge this collegial and constitutionally enshrined mandate; the Chairperson as the NRO therefore demands that the following officers in the ICT Directorate be immediately suspended in accordance with the enabling laws and the Commission’s HR and Administration Manual to facilitate full and proper investigation
- James Muhati – Director;
- Paul Mugo – ICT Coordinator; and
- Boniface Wamae – ICT Officer
The chairman noted the trio’s suspension is necessary to “restore waning public confidence” in IEBC’s ability to conduct credible elections.

Chebukati had earlier written a fiery memo to CEO Ezra Chiloba requiring him to explain a number of questions regarding malpractices that led to the bungled elections estimated to have cost the taxpayer Ksh 45 billion.
